Can anybody tell me what this is? It measures around 11cm length and 7 cm height.

Doesn't it looks like a buckle or something?

actually looks like a lock screw
ring slides over somthing and screw holds it there like a shoulder strap ring at the barrel end

Id clean the encrustation off it, it looks kinda like a horse bit or something, but not quite..

It looks like one of those tighting down pieces for a pole ...one piece screws into the loop to tighten down
