It is a coil for the 20 meter ham or shortwave radio band I think. Look at Johnson Radio Stuff from the late 50s to 70s

Thats easy you must live near a lake, etc. What you have there is a FISH SHOCKER. Hook up a Battery, drop your gizmo down to whatever depth and what thew fish float to the surface.,Watch out for the Game Warden he also knows what it is.....
