Metal object found in shallow water on west shore of Delaware river near Milford, PA. Length is 3.5". Does anyone know what this is?

When ever members post a "what is it", please provide as much info about object as possible to help members help you..

Length and width, composition, (wood, metal, plastic) weight if possible.

Perhaps a chisel mallet or iron maul.

There appear to be threads below, above, and in spots underneath the other two objects.

Looks like two nuts on a bolt.
