Looks to be some type of pheromone flying insect trap/posion station. I'd further guess for pine bark beetles.

I hesitated to suggest it was from a Chinese balloon.

That's very likely. The only thing that threw me off was "repellent" rather than "Poison" markings.

If you have raccoons in the area, that could explain how it got there. I’ve watched them take my bird suet feeders out of a tree and run off with them. We’ve also found hummingbird feeders several hundred feet from their hangers.
