Drug Store Weights/Tokens

I ran across these today. At first I thought they were Foreign coins, then I saw Phila. on them, so then I thought tokens. After some time I think I have it figure out!! Drug store weights!! I know this is a token forum, but they kind of fit here! Cool piece of history! I'm still trying to figure exactly what they are..So far that is my guess!!
