Dug A Second 18th Century Shoe Buckle

I went back to the old house site where I found a shoe buckle last week. The site is very trashy, so I focused on deep signals, and it paid off. I found another shoe buckle that appears to be iron with a lead overlay. I also found this smaller buckle about a foot away. Any idea what the smaller buckle was used for? Flat on one side with a design on the other. Thanks!
