I thought the same thing at first but it's way to small and the two clips don't lock in. It would pop off. I believe it is a top to something like an oil lamp or something but I can't figure it out.

Late 18th-early 19th C Horse Harness Mount. Sometimes called a bridle boss, or horse boss. The 2 prongs that hold it on the leather have broken. Had a few myself.
