Seems like a good answer but solid silver on a flag staff? I was also thinking maybe the butt of a nice dagger?

It very well could be the pommel from a dagger, dirk or belt knife.
There are a few examples here that look some like that.

It's a legendary hollow base silver bullet used by the Lone Ranger!
Actually, I am wondering whether it could be the tip of an expensive umbrella or the curved handle of a cane. The hole suggests that a nail was used to hold it in place. The short length and the fact that it was made of silver suggests it was not designed for ground contact.
