Eagle adornment?

Found this today at a colonial site along a riverbank in SC. The material has quickly acquired a sheen almost like plastic or dried glue since its been exposed to air. Doesn't look like an old material but thought someone might recognize what it is? Thanks for the help as always.

I don't think the pedal car usage was the original purpose. That's a pretty common trophy top. Or - like here - a bottle stopper!
