That's what I am thinking. The two rings on the back are very similar to those seen on some cap devices, perhaps this one was for a Shako cap. With one of these eagle heads at each temple area, a hat band or light chain could be hung between them. Definitely not a common item.

Another possibility is a slouch hat side badge / device used to hold one side of the hat brim up close to the head. The hook at the beak may have been used to go through a small brass ring sewn into the side of the hat. This would allow the wearer to unhook it to lower the brim down during a rain storm or whatnot.
