Eagle latch

R Neumann & Co was founded in 1863 and made fine leather goods here in NJ. This piece has what would have been a swinging latch/catch inside. Do you think it is fashion or military? I'm also trying to figure it's orientation on a leather bag or such. I assume this piece sat with the eagle upright. i'm searching pics with no luck. Stay safe all.
