Eagle Rosette Thing?

Anyone know what this might be from? I assume military because of the eagle but can't seem to find any similar examples.

Initially I thought it was a rosette of some kind but all the eagles on military rosettes I've seen look different than the eagle on this one.

It is fairly thin - see photos for size reference. It is convex and appears to be stamped

Originally, that would have two wires soldered to the back, and would not be substantial enough for a rosette. Maybe a saddle blanket accoutrement or hat badge, but not a rosette.
