That’s a cool one, material is new to me, It’s hard to see flaking with that texture, but I’ll take a shot at an Id some that come to mind raddaz or plains side notch, small chance it’s a Cody complex of some sort, but you’re pushing a little east for that stuff
 

There is a source of blue flint in SE IA near Mt Sterling. I think it’s Henry Co.
I was told it is called Moline chert but I never could confirm it. I got some from a modern quarry owned by the county. It had so much flint in the limestone they had to stop using it on roads because of flat tires. I made this point from it 25 yrs ago.
