Probably, just depends on how much someone is willing to pay for it. A lot of oddities are like that.
 

I've heard of (totally) 'Blank Back' bills, but not of partially blank back bills.
Yes, if it's genuine (and it appears to be so), it has added value--assuming the 'error' occurred during the printing process.

It's an oddity for sure. As previously stated it's value will be based on locating the ONE who is into collecting such items. To me it's a "Federal Reserve Note" given us through a PRIVATELY owned bank of criminals and is worth it's weight in the material it is made from. Not surprising their quality control sucks and allowed this thing to get out.

I think you could get about $50 for it..

I sold an ink error $5 bill for $40 to a collector in china this year.
 

Assuming that's not because someone altered it post-printing, that would be a significant inking error and would draw interest from error collectors.
 

Being a 1985 issue I doubt it was a mint error more like someone did that to it somehow

I know that is true, but I bet a gas station would not take it.

Being a 1985 issue I doubt it was a mint error more like someone did that to it somehow

Do a search on inking/under inking errors on eBay. There still show up. Still, you may not be wrong.
