The Error is the ( I,B in Liberty) and also the second 9 in 1999 and the last 9.

I was going to say that it was struck through grease. However, I can see so me horizontal striations which appear to be whiz type scratches in and around the areas of the last two "9's in the Date, around the Mintmark and around "IB" of LIBERTY. This leads me to believe that someone took a dremel wire brush wheel to the coin. If not that, then the Die that produced the coin was heavily ground down in these areas, along with being struck through grease might be the cause. Although the pics are great, the false color or lack of color, makes the coin harder to analyze.
