Perhaps part of a fancy latch. Judging by the shape of the holes, it looks like it was once mounted to wood.

As invent4hir already mentioned, this is the 'catch' portion of an Eastlake or Arts & Crafts Style cabinet latch. :thumbsup:
I've also found these on old wooden interior window shutters.
