I have had these in the what's it department at the antique store for a while. The best answer is ear wax scoops. When I google it there is a civil war tool similar. Thanks for any help. The other looks like a primitively staple remover.

The ice cream scoop instruments are called "Curettes" and they are for cleaning ears. Couldn't match the ones you have but brand new ones appear to be the same. The third tool is a mystery but I think it could maybe be a clamp. Information from Surgical tools dot com.

I was able to find very similar ones called bone curettes used for scraping bone. Id say solved. Thanks!
