I am kind of curious that every time there is new construction going on that these people put up fences before they clear the land. I had three places here in Northern Virginia I wanted to check out when they were clearing the land but they put up the fences first. Always wondered if they found anything during constuction

I think it's a liability issue for the contractors. Thank the Lawers for that.
