Signumops, I belive this coin was minted in Seville. There are some similar ones that were struck in Seville specifically for use in Santo Domingo (1500-1505) that I found in one of my books. The difference is that they have a crowned "F" on the reverse (side with the sheaf of arrows on it). Interestingly there is a star mentioned in the text: "The Seville mint identified these coins through special designs, while at the same time marking them with its own letter "S" mintmark and an eight pointed star, to identify the assayer." Perhaps the star was used by this assayer even for coinage intended for domestic use. I'll keep looking....
