Sorry for the bad pictures but, It looks like silver. It appears to be plated over some kind of organic surface, maybe bone? In all the corrosion there are a few ornate lines or it would other wise be plain. It may be a comb I guess?
 

looks to me like its a broken shoe buckle frame which would make your foundation
a bit older then you think (late 1700's era).

The foundation was built right next to a carriage road that was constructed in the 1730. Thinking it was a hair comb, the style put it in 1800s. The foundation was empty of everything but brick shards, an 18"x9" Iron plate, 2 square headed nails and crushed bits of what was plates all plain white except for one bit, that had ornate blue designs and had been glazed. Everything else was plain jane white with a lot of cut marks from scraping silverware.
