It resembles an ST Dupont gold Gatsby lighter which would be worth a few hundred dollars in good condition. Looking closer it doesn't appear to have a serial number and it says CHINE (China) on the bottom. It looks like you found a beat up Chinese knockoff of a popular high quality lighter. That would put it in the less than a dollar range in value.
This site says these lighters are one of the most counterfeited.
