firestone what is it??

Found this today. Says firestone on it then 2 stars after that. I have never seen anything tire related shaped like this. It is obviously not all there. There is a small hole that goes all the way through. Any body have an idea what it was and it's possible age?

Maybe part of a toy's rubber tire? Axle went through the hole?

I can't identify the piece, but Firestone made hundreds, if not thousands, of items during WWII.
