Not sure exactly what I'm seeing here... But to me that looks post-mint. Something that happened after the coin was already in circulation. But I'm no expert.

You would probably have a better chance of getting info in the "What is it?" or the "Coins" sections of the forum.

Worth $0.05 if you roll it with 39 other Nickels in a $2.00 Nickel Roll and turn it in at the Bank! Otherwise, it has no value as it has been damaged (tooled) by someone with too much time on their' hands.
