I believe it's called a maverick token since it can't be attributed to a particular town and is somewhat generic in nature. You might check with the local library for an old Polk's directory (probably around the 20's-30's) and see if the business is listed.

I see a Pete's Inn in K.C. via Google. I sent them an email and a photo of the token, maybe they can shed some light on it.
