FOUND AT A COLONIAL SITE

My cousin Brian found this at his colonial site last weekend. There have been finds here including reales,lots of flat buttons,George Washington mourning cuff link, grape shot, mini ball,civil war union button,latest find was a indian head penny. So this site has a little bit of everything. This piece is either Brass or copper. It has six hooks on the back and we just cant figure out what it is. Any help on this will be much appreciated. I didn't want to perpetuate the idea that thats what they were, which evidently I believed until now. I apologize for putting the idea out there, and maybe getting your hopes up.
