Found in a Civil War Campsite

I found this is in a confederate civil war campsite. I also believe there was a skirmish on the same ground. Was wondering ifin y'all thought it might be a gun tool? I have also included a quarter for size reference and also a carved bullet i found at the same site.

That thought crossed my mind too because of the shape at the top but the rest really doesn't look like a buckle to me

Thanks Palepilot for the response. It may be that not sure what a Gimlet drill is. And also you can see on the back what looks like crude welds but I don't know.
