Found in my "Junk" Romans -is this a "countermark"??

Found in my "Junk" Romans -is this a "countermark"??

it's been too hot for detecting for me this last few days, so l was looking at some old finds and trying to identify some of them, the following coin caught my attention. it is ( l think) an AS of VESPASIAN. but there is like a punched counterstrike at the base of his neck. which l have never seen before. has anyone any ideas as to its meaning??

I have seen Legionary countermarks on Roman coins but I'm not 100% convinced by that one :-\
