I think it could be a pulley, the rotten wooden wheel long gone. Then, it got run over and squashed. Purely speculation, but maybe for a dumbwaiter pulley, ceiling fixture...somewhere it would be seen, all polished up. Might have some age.
That makes sense! A friend of mine said he thought it may be a pocket sundial. He said the loop went around the finger of the user and the hole above the post indicated true north. The only thing that makes me question his ID is the lack of numbers and incremental marks.

Yeah! Maybe a clothesline pully. Can't find that exact one, but there were a verity of heavy duty well made pullies made for such a function during the pre-clothes dryer era.
That's more likely than my suggestions, I think. Hadn't thought of that. It's the right size.
It might be because I'm thinking on setting up such a pully clothesline, because of the dry climate around here will dry clothes outside much faster, plus it doesn't burn up electricity. Done it before and even in the winter on a mile-high sunny day the clothes will dry faster than my POS dryer and new ones are expensive and still built like a cheap POS. The new appliances today are nothing but planned obsolescence IMO.

Someone said it may be an astrolabe- which would explain why the center post is only flattened on one side. The narrow side would allow the user to slip interchangeable disks on and offI'm with Tpmetal. Counter weight pulley from a hanging lamp.
