Yes, from here it looks like it could be a link to a very old anchor chain.
I'd search the entire area if possible and then go back again after a big storm or hurricane.

Looks like encrusted metal so I agree, anchor chain is top of the list.
 

If it's old enough, it will be made from wrought iron. Wrought iron is sought out by blacksmiths and knife-maker's as it has a pleasing stranded appearance.
 

Clean it up. IMO it's not an anchor link...looks more like a U bolt.

It depends on the size of the ship. Ocean going vessels can easily have anchors weighing thousands of pounds and the chains can be quite heavy.

But this is kind of modern day . Not one all encrusted like the one he got
