Looks like it may have brass gears so maybe from a boat? might clean it up and see if it has any markings on it.
 

This one for sure took a licking and stopped ticking!

I have a few myself and they are on display. I think they are unique.
 

Thanks scubadetector, I might clean it up a bit and display it some how also. I like it that much.
