Found this Token?

Found this token at a field I hit often. says HART Co. Ky 192? A 6 up above the HART. I think its a token.. if you can figure out what it was for I would appreciate it!

My first thought is a dog license tag, but I can't imagin Hart Co. having dog tags back in the 20's, if they even do now?? Maybe it is some sort of token??

I know what you mean, I was amazed when I found several complete early dog license from different rural areas of Kentucky. one that I have came from Park City area, from the 1950's if I remember correctly and than others from even more rural locations.
