Don't know for sure, but could be from gas lighting system?

With that bracket piece, I'd guess it's a gas starter for a fireplace. Turn on the gas, like gas, let gas burn long enough to start wood, then turn off gas.

I vaguely remember seeing pics of such things...or maybe saw it on This Old House years (and years) ago.
