Is there a slit in the tip? It looks like an ink pen nib but it is huge and heavy duty for that.

But the tip is very sharp and would cut the rope before separating the twisted strands.

I have seen this tool before.....kinda looks like a multi tool used to punch through and sew heavy leather / canvas?

I'm kinda liking JonG's thought that it may be to punch a can. Something like brake fluid that would need a smaller hole or for the vent on larger cans.
