Glass man ?

Found this in a bottle dump . It appears to be the sheared-off bottom of a bottle or drinking glass . Who is the guy ? Says PROTECTION AND PLENTY . Any ideas ?? Just curious .

He was assassinated, you know. Third president to be assassinated. (Lincoln, Garfield, McKinley, Kennedy).
