Gold Plated Hinged Pendant Thingy...?

My hunting partner Frank found this thing yesterday in a S.F. park, he did not want it so he gave it to me!
This gold plated pendant has a center section that swings open. The part that swings open can just about hold a quarter.
What is the purpose? What would you put inside?

Looks more like a "Mill on the stream" kinda building to me.

Could also be a Hidden Coin Necklace, could have hid two coins, in the recese of the bezel, popular during georgian times.

That building looks like an observatory.
I see no cross on the building to indicate a church.
