Great Seal Button?

Hello All. I found this at a 1920's house site. I believe it's a Great Seal cuff or lapel button used in WW1 and WW2.

Is it in fact a GS button and can the date of use be pinned down?

I am thinking it's WW2 because most of the Wheaties I have been finding nearby are 40's and 50's.
