It's not a proof. The proofs from SanFran were clads.
That's the business strike of the 40% version of the commemorative (a much better find than a clad proof, IMO).

The strange thing is that it doesn't appear to have any indication that it was a proof strike -- unlike the other impaired proofs I've found, although it is more worn than the other impaired proofs.

Shouldn't there be a point in a coin's wear that renders a business strike indistinguishable from a proof strike? The coin is likely VF/XF.

Furthermore, the other 40% silver coins I've found look more 'silvery' than this one. The cladding on the rim is more pronounced than the other 40% silver halves I have found, although the 40% silver rims do vary quite a bit.

I guess you are correct that it's a 40% silver half but I never would have given it a second look were it not for the mint mark.
 

Blueberra, you are confusing what Loose Change said - "The proofs from SanFran were clads." He's right but isn't. You are making the correlation that your coins has an S mintmark and trying to reconcile that with what Loose Change said. San Francisco minted clad proof halves, 40% proof halves, and 40% business strike halves. You indeed have a 40% silver business strike half dollar. Not an easy find.
