Actually, this looks like a bark spud. primitive without handle but used to harvest bark from newly felled trees. There were lots of tree varieties that produced medicinal or industrial compounds. These tools were used prolifically in my area where folks were harvesting oak trees. We had a tannery in our area and the oak bark was used in the tanning process. Hence the Name "Virginia Oak Tannery" or Votan.

Terry may be right. Sorta looks like a " New Ground Colter " They attached to the plow stock just in front of the plow point for cutting roots while plowing new ground.
Thats what it looks like to me way down here in Arkansas...d2
