Dug this in a fairgrounds lot about 6 inches deep. Brass with no visible threads or points of attachment to anything.

Reminds me of an old balloon filling piece. I can't remember the name. I could be wrong though just a thought since fairgrounds would have balloons. Hope you get your answer.
