What used to be in the area where you found this? Could it be the bottom half of a sirynge less the needle and plunger part?

What volume liquid could it hold? How much does it weigh? What is the metal type? What type of cap or seal would it have had in your opinion? Could it be an early type of "shatter proof" container? Maybe for holding nitroglycerine?

Il go with mike's idea of a shatterproof container, that sounds like it would work, and nitroglycerin was used back then alot for blasting.

Aw, come on dudes, lighten up a little. It looks like the glass end of the plunger from an old fashined bottle of nose drops. Really and seriously it does. JIM
