He Spent a Half hour or More Prying a Sign off with a Screw driver & Plastic Bags.
No Fear of the Police who were Driving by.

Once he Got it off He Packed it in dozens of Plastic Bags & Made a Pillow out of It

and Used it for a Back Rest

Less then 30 Seconds after he walked away the Police Finally Stopped and Talked to a Guy who built a fire on One of the Many Rat Holes in the sidewalk
