✅ SOLVED Heavy Piece of Decorated Iron.. What Is It!

Found this today before the snow starting falling. It's a near piece but I have no idea what it is.

There is writing on it... the last 3 letters are R A L and there are numbers below. There is scroll work on the other side. Any ideas?
