This is likely an inside pants or underwear buckle, late-19thc as suggested by nkellam.
The examples I've found will often have the date 1871 stamped into the frame here.

I have found identical buckles with dates as early as the 1830s.

I'm thinking the "cap" next to the pants buckle is either an overalls button/rivet or if it's threaded, then it may be the filler-cap to an oil lantern.
