It's a religious metal and from what I can tell from the photo, it looks like the Virgin Mary. Religious metals have been made for many for centuries and are still being made today, so it is hard to put a date on them.

If the nib is the attachment point to a charm, the image would hang upside down. That doesn't seem right.
Perhaps the nib fits into another object so that this image will appear upright.
