help me on an ID. silver tube. weird

My buddy found this the other day. Penny is for reference. It has the numbers 5 to 9 around the rim.

It's sterling silver and very ornate. Any help is appreciated.






OK. Here is an UPDATE.
my buddy says that there is a small hole in the top that you can see in one of the pics. The top and bottom. Both turn together and there are 5 compartments inside. When the thing is turned the hole open s over each compartment.

I am lost on what this could be.

Apparently the end with the numbers can turn to open that end. I've never seen anything even close to this.

It's a lip stick cover... congrats, I found many of those but in brass so to find a silver one is awesome, good job!

Aha! There are 5 compartments with different numbers.. I say a victirian needle holder! Beautiful find! Congrats! SWEET!
 

I looked it up dirtyhands. Needle holder it is. Mid 1800s. Amazing!!
