Help on IDing a Bullet

I found this in Southeastern VA in a farm field at about 9" deep. It is about a quarter of an inch shorter than other 3 ring balls that I have found and appears to have been pulled. The base is also one that I am not familiar with. ??? Any help is greatly appreciated. Thanks for looking.

Looks like a pulled williams cleaner.
 
:icon_thumright: Hard to tell if it has 2 or 3 rings. If 3 rings it is a Type II if 2 rings Type III my guess is Type II.
