Help on this wood figure, aztec looking.

Brother in law picked this up at a TS. Have no idea on what, where, who etc. Looks aged, made of wood, looks hand carved, hair may be horse hair. Arms are thin leather. Dark paint leaves a stain on your finger if you rub it. May have held a pipe or something in his mouth. Any guess or ideas on this? TIA...... ....

UPDATE: It was appraised at $350.00 and he took 125 on the spot. He paid 20.
