Help With A Button

I found this button at a site that produces relics from the Colonial through the Civil War period. I've found a hand full of flat buttons at this spot, but then this one turned up last night. When I first dug it, I thought it was an eagle cuff, but soon realized it wasn't marked. It's domed and looks like it's two piece. Is it Military or just a civilian variant? I've found a lot of buttons, but none that looked like this before.
