Help with this piece? Found at a house site that dates to the 1700s. I'm thinking 1900s (30s-40s?). What is it?? Says Jo-Jo on it

That was my original thought. It's 3 inches but I can't find any evidence of a "Jo-Jo Pen"

JoJo would be the person's name that owned the pen.

my guess is a cap from an eyeliner pencil. there is a brand of makeup called 'Jo Jo' but I don't know how long they've been around
