Help with bottle ID please

This screw-top bottle is almost 8 inches tall and 3 inches wide.
It was found in a late 50's through 60's dump.
I know I have seen one of these before, but I cannot remember what it is.

looks like dish washing liquid of some sort .
 

Yeah or maybe shampoo or lotion? Or a hair treatment? Just guessing
 

The bottom looks like this:
9 I 3
20

The "I" has a circle around it.
I assume this is Owens-Illinois bottle company (that symbol was used since 1954), so the 3 must mean 1963?
Around it I found some 1950's and 1960's old 7-up bottles.
The "9" is the plant code (Streator, Illinois)?
The "20" is the Mold cavity code?
